Police officer suspended in Utica

After body cam footage of a Utica arrest was reviewed, an officer was suspended and may be terminated.

Is suspended without pay and in the process of being fired, after police body-worn camera video showed him stomping on the head of a restrained suspect who was in custody.

Newschannel 2's joleen ferris is just back from that press conference... she's live in the studio.

Joleen?

It began as a call for a domestic dispute; a man threatening a woman with a firearm.

It was when police tried to get that man in custody that things escalated..and after he was in custody that the unauthorized use of force happened.

Here is the body worn camera footage police showed at a press conference in the last hour.

They pointed to the shadow of officer matthew felitto's leg, coming down on suspect kerwin taylor's head.

Utica police chief mark williams said there is no excuse for such force against a suspect who is restrained.

And he hopes the city's and the department's transparency today will send a strong message.

1:24 "we believe the actions police administration have taken will send a strong message to the rest of the utica police department that excessie force will not be tolerated and we will take swift action against those who violate our policies.

45:04 "i will say once someone's hands are in handcuffs and their legs are shackled, there's no reason for the use of force that we saw" in addition to the likelihood that officer matthew fellito's entire law enforcement career is over, he could face criminal charges.

The oneida county district attorney is putting the case to a grand jury.

The suspect, kerwin taylor, had a scan of his neck and head and reported neck pain.

He faces multiple weapons charges.

Police do have what they believe is the weapon in question from the earlier domestic call, in evidence.
