Tonight to the video.

Some say they were please with the response of u-p-d and the city... but it's also evidence that there is a need for reform.

News channel 2's caitlin irla reports.

.

None stand up - "members of the utica police advisory committee are commending upd and the city for sending the message that this behavior will not be tolerated.

But they say that incidents like this also show that there is still more work that needs to be done."

"i was very happy to see how he was disciplined, but it made me have pause and wanted to reflect, did he have these behaviors in the past, delvin moody is a member of utica's police reform advisory committee.

He is also a councilman.

He says he was taken back by this video.

"i was mad, i was angry, and to see that a person who was in handcuffs would be treated in such a way by an officer in our city was alarming."

The behavior of officer felitto was disturbing and shows the importance of the reform advisory committee.

"what the utica police department and the city of utica did was the right move but i think its eye opening, there's so many people that say there isn't a problem here there is a problem here and seeing the footage really says we really have something we need to work on here."

Stephanie heiland is also on the committee she says reform is needed.

One issue is training.

"it's not that the policies and procedures arent in place, its that people are stepping outside their scope of training and doing things they're not even taught to do."

Moody says a situation like brings light to the fact that maybe the hiring process should be reevaluated.

Makes me wonder had he done this to others, right, and maybe where other officers were not around to stop that and say no, we're not going to operate this way.

We need to reevaluate, which is the purpose of the police reform, reevaluate who we're hiring to make sure we don't have these instances."
