British Foreign Secretary James Cleverly accused Russian President Vladimir Putin of targeting civilian and energy infrastructure "to try and freeze the Ukrainians in submission" as he arrived for a meeting of NATO foreign ministers in Romania on Tuesday (November 29), while Lithuanian foreign minister Gabrielius Landsbergis said NATO is not running low on tanks it could send to Ukraine.
