Hamse warfa is the deputy commissioner for workforce development and believes inclusion is very important in awarding grants.

Everything we do has to center around the how, questions we have to answer are is it inclusive, are we bringng everyone together with the descion making and also the what's assuring the resources are aligned with where the greatest needs are in our state.
