Van driver's baffling excuse after repeatedly dumping rubbish on Birmingham street

Ion Cirpaci dumped rubbish including an old toilet, broken wood, tiles, plastic sheets, wooden and plastic crates and general rubble and plaster on All Saints Road in Soho, on three ocassions.
