Sheku Bayoh inquiry told death of 'black Muslim' man in custody would 'automatically' create tension

Chief Superintendent Nicola Shepherd told the inquiry that she recognised that the fact that Sheku Bayoh was black and a Muslim could have potential to raise concern in those communities.
