Filming shows migrants boarding a dinghy in shallow sea water in Dunkirk and crossing the English Channel.
As soon as the migrants wade in even ankle deep, they are safe to wait for a dingy to come in and collect them due to a loophole in French law that prevents police entering the water for fear of causing a panic and creating a risk to life.
