At Event 201, a 3.5 hour table top exercise held in New York in October 2019, in which a Coronavirus Pandemic was simulated, former CIA Deputy Director Avril Haines unveiled a strategy to “flood the zone” with propaganda from “trusted sources,” including “influential community leaders, as well as health workers.” She warned about “false information that is starting to actually hamper our ability to address the pandemic, then we need to be able to respond quickly to it."
