President Joe Biden told CNN reporter Fareed Zakaria Friday that the controversial cluster munitions being provided to Ukraine by the United States are being sent during a “transition period” while the U.S. produces more 155mm artillery.

Biden said the cluster munitions will not be used in civilian areas but will be used in trenches to “stop Russian tanks from rolling.” Cluster munitions are controversial weapons due to the bomblets within the explosive that bury into the ground and effectively become landmines.

At least 120 countries have signed an international treaty banning the use and sale of cluster munitions in war; the United States, Russia, and Ukraine have not signed this treaty.
