Mayor Lynn Spruill said the policy makes it easier for organizers to hold spontaneous events while exercising their first amendment rights.

This new process works.

The board of aldermen approved the adoption of the first amendment permit process.

The mayor said this makes it easier for groups to hold spontaneous events while exercise their first amendment rights.

About "they wanna have this march or they wanna have a protest of some kind at tuesdays regular board meeting the board of aldermen approved the adoption of the first amendment assembly policy..

This policy allows groups to obtain a permit for spontaneous events within 24 hours to 7 days after notifying city leaders.

And so we put the people together who need to analyze it and make sure that is doesn't interfere in a major way with the operation of the city and then sign off on it and let them proceed."

This comes after organizers held a peaceful demonstration on june 6th...but could not initially get insurance needed for a city special event.

"we found ourselves in a position to not be able to give them permission based on our special events policy and so with that what i wanted to do is find out how we can better serve that request if it were to come forward again."

Lynn spruill- starkville mayor 0:41-0:46 mayor lynn spruill said the new process is intended to be a more accommodating to free speech events.

"offer a quicker response to things that are happening throughout the community and throughout the nation that they want to come make statements about."

Organizers can now ask the mayor directly to sign off on a permit.

The policy will not require organizers to have insurance for a permit.
