Tehama County is getting a new shelter in a busy area of Red Bluff.

New this morning - tehama county is getting a new shelter in a busy area of red bluff.

Linda - they'll build it right here in this empty lot near the corner of mill street and reeds avenue south of town - about a quarter mile west of i-5.

I went to red bluff... to find out how this shelter will help the homeless.

(alan larson:) "i believe it's ok if they have staff."

(alfonso sanchez, spanish w/subtitles) "i don't think it's a good idea to house the people here because this area is where a lot of kids come with families" people in red bluff are at odds about a new homeless shelter going up behind their local raleys store.

(earnest ross:) "well it is a p.a.t.h project."

Path stands for poor and the homeless.

Its a non profit run by local tehama county man earnest ross.

Here are the initial designs for the 10 thousand - square foot building.

(earnest ross:) "individuals can come that are homeless, spend the night, shower, get cleaned up and there will be facilities in the front with case management."

(standup:) "the navigation center will be built right here behind me.

Once it's all ready to go it could house up to 50 people."

(ilunka barba:) "it would help me and i would really like to participate and do something."

This is ilunka barba.

I caught up with her at one of path's resource centers - all she has to her name are these bags and her dog.

(ilunka barba:) "i had a trailer in arizona and i sold the trailer, and i came to california.

That was a dumb idea."

A former therapist who hoped the money from the sale of her trailer would be enough to buy a nice place.

(barba:) "i thought i was going to go to mount shasta."

While barba figures out her situation - path continues with plans to transform this empty lot into a shelter.

(alan larson:) "give them one shot and if they really want to do it then they'll do it.

If not kick them out!"

Construction is scheduled for next spring.

And if all goes as planned - the shelter could be operating by 2023.

Jafet - this is a 5 million dollar project how does path plan to pay for all of this?

Tehama county administrator bill goodwin says the county will grant path almost three million dollars in federal money to help pay for this project.

The rest of the money is from other grants and donations.
