According to NBC Washington, the project
was done by a city public works crew.

According to her chief of staff, John Falcicchio,
the mayor's decision for the painting was to
make it clear the city owns the street.

Smoke canisters and pepper spray were
used to disperse the crowd for what
critics called a "photo-op." Bowser said the president's actions
were "shameful," and she has asked for
