Senior Trump administration staffers have reportedly been horrified and unsurprised by the President's behavior for his entire term.

According to Business Insider, one such occasion was a call in January 2017, with Russian President Vladimir Putin.

The call was slated to congratulate Trump on his victory.

However, aides say it quickly turned into Trump "fawning" over Putin, and even apologizing for not calling him sooner.
