A death state police say was no accident.

Abc 36's monica harkins brings you the latest.

Monica:"madison county coroner identifies 39 year old april arnett of lexington as the body troopers found along side this road saturday night."

Highway 2328, also known as old lexington road or old richmond road depending on which county you're in... goes right across the kentucky river.

This is where..saturday night just after nine p-m state troopers say they responded to a call about a possible dead body along side the road.

State police confirmed they found the body of a lexington woman...april arnett.

Troopers suspect foul play.

Her body was sent to the state medical examiner in frankfort to determine how and why she died.

Monica: "troopers tell me they don't have any suspects at this point.

And anyone with information is encouraged to call kentucky state police richmond post.

A 'berea man' is charged with rape in laurel county.

Deputies say kevin ray stinson ..

Was arrested yesterday in london.

According to the sheriff's office..

There was an investigation before his arrest., after a woman reported that she had been sexually assaulted.

An 18-year-old...from las vegas...is accused of trying to kidnap a 16-year-old from her high school in northern kentucky.

According to the boone county sheriff's office... benjamin margitza, was obessed with the teen, and reportedly wanted to marry her.

Deputies say he traveled to her school and grabbed her in the parking lot yesterday, but she ran and another student stepped in.

According to the sheriff's office...margitza and the girl first spoke briefly online four years ago.

Deputies say he started messaging her again this year... and some of the messages reportedly included sexual explic comments.

Margitza, is now charged with attempted kidnapping and criminal trespassing.

Versailles roa ... according to police, the shooting happned at an apartment complex off of versailles road.

Investigators say two apartments were shot into.

A woman who lives in one of the units... says a bullet went into a room, where her one-year-old was sleeping.

According to officers..

A car's window was shot out in the parking lot.

Police say no one was hurt.

According investigators... a witness told them... they saw someone driving a dark colored vehicle out of the parking lot right after it happened.

An investigation continues after a deadly dump truck accident overnight on i-64 in clark county deputies say the accident happened -- just after 12-30 -- near mile marker 99.

According to the sheriff's office..

The driver of the dump truck died..

After hitting an embankment, and crashing the truck.

Deputies say no other vehicles were involved.

In lexington tonight... people will be able to weigh in on a proposal... making it easier for homeowners to build on their own property.

Right now... most residential neighborhoods in lexington don't allow what it known as accessory dwelling units.... or in-law suites.

Abc 36's christy bollinger spoke with a woman whose disabled son lives in one..

But says the process to get it built was anything but easy.

This is where marie allison and her disabled son, chris, lives.

But her home didn't always look like this.

"so we wanted to have a separate place for him.

We wanted to have a place where he could learn his daily living skills and do them not with his mom all the time."

Marie says chris is autistic, intellectually challenged, has a seizure disorder, among other issues.

"it's very important for him to have his independence."

So she decided to have a separate apartment built onto the house for chris.

"so he has a washer dryer up here, he has a separate entrance from the back way there's an entrance in the house so i can run up if anything happens."

But marie needed the city's permission to do this... and says the process was anything but easy.

"we went around to the neighbors within 500 feet radius of the house and say is it okay if chris whose lived here most of his life gets a second kitchen so he can learn his independence skills in the house do you mind.

And asking permission to live is not very comfortable."

Adu opponents say these additional buildings will create parking issues, bring down property value, create overcrowding, and change the appearance of neighborhoods.

But chris woodall with the city, says there should be options for people like marie or others who may need to care for an elderly parent or loved one.

He helped draft an ordinance proposal allowing accessory dwelling units in the city..

"everything that is done when somebody's gonna be constructing an adu throughout this process will be handled with a building permit.

That things are built in a way that provides for the health and safety and welfare of the occupants which is really important."

In lexington, christy bollinger, abc 36 news.

The division of planning is hosting a public input session on the accessory dwelling unit proposal... where people can come out and voice their opinions.

It's happening tonight at six, at the lexington senior center.

Are on the heels of a recent pentagon report..

--reporter pkg-as follows-- there are growing concerns about the resurgence of isis in the wake of a deadly attack by the terror group on a wedding party in afghanistan.

Secretary of state mike pompeo seems to be downplaying the risk.

Mike pompeo / secretary of state: we executed a plan with 80 other countries to defeat isis, we were very successful.

Pompeo told cbs news that campaigns against isis wiped away most of the group's physical boundaries.

Mike pompeo / secretary of state: what we've always said is that the caliphate's been gone and there's always risk that there will be a resurgence, not just from isis.

But a pentagon inspector general's report issued earlier this month indicates the risk is already a reality.

It shows isis is deepening its hold on iraq and re- surging in syria, a troubling development since president donald trump announced a drawdown of u.s. forces in syria.

Rear admiral john kirby, cnn military and diplomatic analyst says the report is clear: rear admiral john kirby /former state department spokesman, former pentagon spokesman, cnn military and diplomatic analyst: it means isis remains a viable terrorist network.

A camp near the border with iraq, which houses tens of thousands of people displaced by violence, is especially vulnerable.

The report points out as troops head home, monitoring the camp is difficult.

Isis views the displaced syrians there as potential new recruits and the terror group's ideology is spreading fast.

00 - 12 journal of the american medical association 33 - 37 national institute of health --reporter pkg-as follows-- the u.s. preventive services task force has just come out with updated recommendations for brca screenings... according to a report published in the journal of the american medical association, more women need to be assessed for the potentially deadly mutation of these genes... including women who are considered "cancer free" following a previous battle with one of the cancers associated with the brca gene..

Breast, ovarian, tubal, or peritoneal.

A previous report from 20-13 only recommended women with a family history of these cancers be screened for brca1 or brca2 mutations.

The brca1 and brca2 genes are important in the fight against cancer.

When working normally, they can suppress tumors.

But, if there is a mutation in those genes, it can actually raise a person's risk for breast, ovarian, and other cancers.

The cdc says breast cancer is the most common cancer diagnosed.

In 20-16, approximately 245- thousand new cases were diagnosed... along with about 20-thousand cases of ovarian cancer.

According to the u.s. centers for disease control and prevention, about five to 10-percent of breast cancer and 10 to 15-percent of ovarian cancer are hereditary.

Two people are dead..

After an accident in perry county.

According to the coroner..

Two trucks collided head-on highway 15... at the intersection of highway 28 around 7:30 this morning..

Offcials say the driver of one of the trucks..

34-year-old robbie robinson, of grapevine, died on the scene the coroner says..the driver of the other truck..

62-year-old jeanie gayheart, of grapevine, was taken to a hosptial after the accident, where she also later died.

Officials say the house was owned by brooks houck... a suspect in the 2015 disappearance of crystal rogers.

The fire department is investigating the fire as arson.

Investigators say houck was rogers' boyfriend at the time of her disappearance, but he has never been charged.

The ongoing investigation into rogers' disappearance has gained national attention.

Authorities say rogers, a mother of five, is thought to be dead.

Houck is not a suspect in the fire.

A woman is accused of breaking into a 'georgetown' restaurant, and hanging out, until employees arrived to open the place.

According to investigators... it happened at the slainte public house pub, on main street.

C1 3 a state senator from lexington... and a representative from-louisa... want to raise the minimum wage, for workers in kentucky.

Democrats..senator reggie thomas, and representative kathy hinkle, have pre-filed legislation that could raise the minimum wage to $15 an hour, by 20-27 if passed.

The bills would also allow for individual cities to enact their own minimum wage policy.

The current minimum wage in the state has been at $7.25 an hour..

Since 2008.

The new fire station on lexington's north side..

Is now officially open.

A ribbon-cutting ceremony was held this morning for fire station 24, on magnolia springs drive.

According to the fire chief..

It will serve masterson station and nearby neighborhoods.

And it has a special fire truck..

Tanker one can hold up to 3- thousand gallons of water., which is what three of their engine trucks can hold.

According to fire officials... it will help fight fires in rural areas without fire hydrants.

During the midterm elections, trump promised a 10 percent tax cut for the middle class, but after the election, the idea was dropped with the 2020 election looming and economic experts predicting more economic downtown, white house officials tell abc news that they're considering additional tax cuts trump sot: we're looking at various tax reductions, but i'm looking at that all the time anyway, tax reductions, that's one of the reasons we're at a strong economic position.

We're the number one country anywhere in the world by far, the us bureau of economic analysis predicts that gdp will drop from 3.1 percent in quarter 1 to 2.1 percent in quarter 2.

Trump has touted the strong stock market as a sign of the success of his presidency but just last week the dow tumbled 800 points in one day and then rallied the next.

Sot simonson, nabe survey analyst: i think that the volatility is really a function of differing views about where the economy is headed.

Still the white house claims that the conditions would be worse under a democratic president pence sot taxes would skyrocket.

The stock market would tank.

But how do you know if you're experiencing too much stress?

It turns out that not managing stress well--leading to apathy and burnout--may come with certain tell- tale signs.

Burnout is now officially recognized by the world health organization as a syndrome which includes symptoms such as exhaustion, being less effective at work, and even being more negative than usual.

To avoid any of the above symptoms be mindful of when they start and how long they are lasting.

If you are already experiencing symptoms of burnout, try and take a personal day for yourself to re- charge, speak to your manager about changing your working conditions and remember nutrition, staying hydrated and exercising can also help improve how you feel.

The bear made its way into the truckee home and started raiding the fridge.

That's when the boys came out to investigate.

"it looks us both in the eyes and it started coming towards us."

They barricaded themselves in a room and called placer county authorities.

"the bear was shaking the door and we had to hold it shut."

Deputy allison prero confronted the bear with her shotgun in the driveway.

"i just hit him with a bear round on the backside and he shoo'd, took off."

Experts say, in some areas, it's not uncommon for bears to break into homes.

They say keep always garages shut and doors locked.

"i think people underestimate how smart bears are."

High winds in stapleton, colorado made dozens of air mattresses look like tumbleweeds from the old west.

Residents were relaxing by a pool when they say 50 to 100 mattresses started rolling by.

They had been set up by organizers for an outdoor movie event.

Central kentucky has seen scattered thunderstorms throughout this afternoon... and we could be seeing a large storm system heading through, later tonight.

Overview: hot temperatures continue for the work week, with highs in the lower 90s likely for wednesday.

Scattered rain showers and thunderstorms are possible through friday.

High temperatures return to the mid to upper 80s thursday into the weekend.

The weekend looks to mainly stay dry, with just isolated rain possible.

Tonight: mostly cloudy skies and mild temperatures continue, with a low of 72 degrees.

Wednesday: partly cloudy skies and scattered rain showers and thunderstorms will be possible, with a high temperature of 93 degrees.

Now to our top story tonight... we have new information in a c1 3 central kentucky death investigation from over the weekend.

A death state police say was no accident.

Abc 36's monica harkins brings you the latest.

Monica:"madison county coroner identifies 39 year old april arnett of lexington as the body troopers found along side this road saturday night."

Highway 2328, also known as old lexington road or old richmond road depending on which county you're in... goes right across the kentucky river.

This is where..saturday night just after nine p-m state troopers say they responded to a call about a possible dead body along side the road.

State police confirmed they found the body of a lexington woman...april arnett.

Troopers suspect foul play.

Her body was sent to the state medical examiner in frankfort to determine how and why she died.

Monica: "troopers tell me they don't have any suspects at this point.

And anyone with information is encouraged to call kentucky state police richmond post.

In madison county, monica harkins, abc 36 news.

Firefighters in bardstown say a home was destroyed over the weekend, likely by arson.

And they say it belonged to the only named suspect in the crystal rogers disappearance.

Her ex-boyfriend... brooks houck... was the only person named as a suspect... but has never been charged and denies involvement.

Firefighters say it was under construction... and there was no gas or electricity running to the house... so it was likely intentional.

They say disgruntled employees of houck's may be to blame.

In lexington right now..

People are weighing in on a proposal... that would make it easier for homeowners to build onto their homes.... or build another smaller home on their property.

Currently... most residential neighborhoods in lexington don't allow what it known as accessory dwelling units.

Abc 36's christy bollinger spoke with a woman whose disabled son lives in one..

But says the process to get it built was anything but easy.

This is where marie allison and her disabled son, chris, live.

But her home didn't always look like this.

"so we wanted to have a separate place for him.

We wanted to have a place where he could learn his daily living skills and do them not with his mom all the time."

Marie says chris is autistic, intellectually challenged, has a seizure disorder, among other issues.

"it's very important for him to have his independence."

So she decided to have a separate apartment built onto the house for chris.

"so he has a washer dryer up here, he has a separate entrance from the back way there's an entrance in the house so i can run up if anything happens."

But marie needed the city's permission to do this... and says the process was anything but easy.

"we went around to the neighbors within 500 feet radius of the house and say is it okay if chris whose lived here most of his life gets a second kitchen so he can learn his independence skills in the house do you mind.

And asking permission to live is not very comfortable."

Adu opponents say these additional buildings will create parking issues, bring down property value, create overcrowding, and change the appearance of neighborhoods.

But chris woodall with the city, says there should be options for people like marie or others who may need to care for an elderly parent or loved one.

He helped draft an ordinance proposal allowing accessory dwelling units in the city..

"everything that is done when somebody's gonna be constructing an adu throughout this process will be handled with a building permit.

That things are built in a way that provides for the health and safety and welfare of the occupants which is really important."
