On January 5, 1992, Clinton criticized President Bush’s plan to increase the cost of Medicare for the rich, saying, “It’ll be a disaster.
It won’t do anything to control costs.” Clinton also assured the nation that there would be no surprises from his past, saying “there is nothing in my background which is inconsistent with what I have told you already.”
